Dick Tracy calls Joe Jitsu to advise him Flattop has stolen a valuable piece of jewelry, a tiara worn by the duchess of Spiffingham. He was last seen at Madame Tussaud's Wax Museum in London, so Joe travels immediately to the wax museum, where he poses as a wax figure to track down Flattop.
